Has a Master’s Degree in Public Administration from Columbia University and a Bachelor´s Degree in Economics from Instituto Tecnológico Autónomo de México.
On May 2017, Mr. Escobedo was appointed President & CEO of Pemex Procurement International in Houston, TX., the division of international procurement of Petróleos Mexicanos (PEMEX) and a Pemex affiliate.
Previously, Mr. Escobedo was PEMEX’s Deputy Director for Procurement Strategy, where he developed the categories for strategic sourcing, designed innovative procurement strategies to increase transparency and efficiency of the institution, and proposed new technological tools to enhance procurement processes.
He served as Manager for Financial Strategy of the Mexican Institute for Social Security´s Financial Office, where he implemented a new health-care service-financing scheme to improve efficiency of the institution, and designed the financial model to build the first four hospitals through private-public partnerships.
Since 2008, Salvador has held numerous positions in government institutions in Mexico, including the Ministry of Finance and the Ministry of Social Development, where he has focused on issues of financial inclusion, budget analysis, public policy and financial management.
