Mr. Hector Castro Vizcarra was appointed on June 2014 to represent the Ministry of Energy (SENER) in North America as Minister for Energy Affairs at the Embassy of Mexico to the United States.
Prior to assuming his current position, Mr. Castro Vizcarra worked at the Electoral Court of the Federal District in Mexico City, at the Ministry of Health under the Department of Legal Affairs, at the US-Mexico Border Health Commission and the National Council for Education Development. Besides the public sector, Mr. Castro Vizcarra was an associate at several prestigious Mexican law firms; he was a professor at the Universidad Autonoma de Baja California and Escuela Libre de Derecho. Former columnist at a Mexican newspaper and has published at the Escuela Libre de Derecho.
Mr. Castro obtained a law degree from Escuela Libre de Derecho in Mexico City and studied Strategic Political Analysis at CIDE (Center for Economic Research and Teaching) in Mexico City, as well as a Political Communication summer program at the London School of Economics and Political Science. Currently, he is a PhD Candidate in Government and Political Administration at Complutense University of Madrid.
As Representative of SENER in North America he has participated in several forums explaining the new Mexican energy model such as the Council of the Americas, Wilson Center, MIT, The Minnesota International Center; among others as well as coordinating the bilateral agenda with the United States Government on energy policies.
